House Republicans are inching toward publicly acknowledging a reality they long privately knew: The chamber will pass a continuing resolution funding the government at the current level.
House GOP leaders are still consulting with their conference but are moving toward offering, probably in September, a three-month continuing resolution lasting through December that funds federal operations with the $1.047 trillion agreed to in last year's Budget Control Act, GOP aides said.
House Speaker John Boehner and some of Congress' most conservative members want to avoid a shutdown fight that Democrats could exploit just months before November's elections.
"There's just no appetite for a fight when it comes to government shutdown," said one staffer familiar with internal GOP deliberations.
In a nod to conservatives pushing for deeper cuts, House Republicans in March passed a 2013 Budget Resolution setting federal funding at $1.028 trillion. That topline governs appropriations bills that later advanced in the chamber.
Those steps drew howls from Democrats who accused House Republicans of breaking last year's hard-fought budget deal. Wednesday, Senate Majority Leader Harry Reid again blamed the House's funding topline for his decision not to bring appropriations bills to the Senate floor, a claim Republicans said makes no sense.
But all the Democratic outrage focuses on symbolic legislation that will never move beyond the House. On the one appropriation expected to be enacted before November, House Republicans for months have telegraphed a more conciliatory stance.
